Excavation Safety, Pre-Planning, and Emergency Response


We will be presenting a program on “Excavation Safety and Pre-planning and Emergency Response” considerations. The power point consists of video presentations of various scenarios, the excavation safety considerations and how to begin a pre-plan to include the importance of identifying the availability of technical rescue services versus a fire apparatus and an ambulance.

Terence F. McGovern, Safety Director, Med-Tex Services, Inc.

For over 25 years, Terence McGovern has been a safety, health and rescue professional with Med-Tex Services, Inc.  In his current role as safety director, he is responsible for overseeing the company’s field based safety technicians.  He has experience in petro-chemical, power generation, construction, and pharmaceutical industries.  Terry has managed or personally worked on several high profile construction safety project, such as the Ritz-Carlton, Comcast Center ITC, and Penn First Pavilion.

Terry graduated cum laude from LaSalle University, with a degree in Business Administration.  He is a Safety Trained Supervisor (STS) and a Construction Safety & Health Technician (CHST).  He also completed the “Construction Safety & Health – Certificate Program” at Temple University.  Terry was selected “Safety Professional of the Year” by his peers in the Mid-Atlantic Construction Safety Council in 2018.

Terry is a subject matter consultant in the areas of excavations, high-angle and confined space rescue.  As an OSHA 500 instructor, Terry regularly teaches OSHA 10 and 30-hour programs.  In addition, he is an authorized master instructor with the Mid-Atlantic OTI (OSHA Training Institute) Education Center.  Terry has been a certified Emergency Medical Technician (EMT) since 1987 and is a certified American Red Cross CPR and first aid instructor.
