OSHA Update Panel Discussion

About the Presentation

This session will consist of a panel of OSHA Area Directors from throughout the commonwealth.  The panel will describe their concerns and provide information on Local Emphasis Programs (LEPs) that are in effect in their area office jurisdictions along with pertinent accident information.

Dave Olah, Area Director, Harrisburg Area Office
Presenter Biography

Mr. Olah began his career in the US Navy, he served on a destroyer in Charleston South Carolina and the aircraft carrier, USS Harry S. Truman, CVN-75 in Norfolk Virginia.  Shore duty assignments included Naval Air Station Bermuda where he was the chief criminal investigator and the Presidential Retreat, Camp David, where he assumed the duties of Fire Chief during the end of the George H. W. Bush administration and the beginning of the Clinton administration. His final tour of duty was aboard USS Bulkeley DDG 84 where he served as the Assistant Chief Engineer while deployed to the Persian Gulf during operation desert storm.  Following his retirement in 2004 he worked for JLG Industries in Shippensburg Pennsylvania where he was responsible for the final assembly and delivery of all rough terrain scissor lifts, the 400S and 450A boom lifts and the boom assembly department. In 2009 Mr. Olah began his OSHA career as a Safety and Health Compliance Officer in the Harrisburg Area Office.  He spent two years as an Assistant Area Director and in 2016 was selected to fill the Area Director position.  

Jean Kulp, Area Director, Allentown Area Office  
Presenter Biography

BS in Biology in 1981 From the Philadelphia College of Pharmacy and Science (now known as University of the Sciences); Philadelphia, PA

MS in Occupational Safety and Hygiene Engineering in 1982 from Texas Tech University in Lubbock, TX.

Prior to coming to OSHA worked throughout college as a Medical Technologist at Northeastern Hospital and Magee Memorial Rehabilitation Hospital in Philadelphia and as a Research Assistant at Temple University.

Started with OSHA in 1984 as an Industrial Hygienist assigned to the Wilkes-Barre Area Office.

In 1983, transferred to the Allentown Office.

OSHA background has included 19 years conducting inspection, 4 years as a Supervisor and in 2005 was promoted to the Area Director position.

Christopher Robinson, CSP, Area Director, Pittsburgh  
Presenter Biography

Christopher M. Robinson, CSP, is the Area Director for the Occupational Safety and Health Administration, Pittsburgh, Pittsburgh, Pennsylvania Area Office where he also served eight years as a Safety Compliance Officer.  Mr. Robinson obtained a BS in Safety Sciences and is a Provost Scholar List graduate from Indiana University of Pennsylvania.  Mr. Robinson is certified as a safety professional by the Board of Certified Safety Professionals and is a member of the American Society of Safety Engineers.  Mr. Robinson is a member and former Vice President of the Rho Sigma Kappa, an honor Society at the Indiana University of Pennsylvania for Safety Science majors.

Mark Stelmack, Area Director, Wilkes-Barre Area Office  
Presenter Biography

Bachelor’s Degree from Shippensburg University in 1984

Prior to coming to OSHA worked for the civil engineering firm of Cowan and Associates, Quakertown, PA.

Began OSHA career in 1988 as a Safety Compliance Officer in the Allentown Area Office.

Became Safety Supervisor in Allentown in 2003, serving in that capacity for 5 years

In March 2008 was promoted to Area Director of Wilkes-Barre Area Office

Dale Glacken, Compliance Assistance Specialist, Harrisburg Area Office, OSHA  
Presenter Biography

Mr. Glacken has been with the US Department of Labor, OSHA for over 15 years.  He started as a Compliance Safety and Health Officer (CSHO), performing worksite safety and health inspections and evaluations throughout 14 counties in South Central Pennsylvania.  In June 2005, Dale began providing outreach services as the Compliance Assistance Specialist (CAS) for the Harrisburg Area Office.
Prior to working for OSHA, Mr. Glacken worked for various military services in different capacities ranging from Safety Engineer, Radiation Protection Officer to Environmental Manager and Safety Manager. 
Mr. Glacken earned his Bachelors of Science in Engineering from Penn State University in 1983 and became a Certified Safety Professional (CSP) in 1995.  He has 33 years’ experience in Safety.  Mr. Glacken’s interests include wood working and carving.
